A federal child pornography investigation led to the arrest of a Portland man, and detectives are asking for your help in identifying possible underage victims.
Portland resident James McGlothlin, 39, was charged with producing child pornography in a criminal complaint. He will appear in federal court Monday.
McGlothlin worked as an adaptive P.E. instructional assistant for the Oregon City School District. He worked with a small number of developmentally disabled children before the district suspended him on Feb.16, officials said.
Members of a child abuse prevention unit made up of local, state and federal agencies served a search warrant Tuesday at McGlothlin’s Portland home, where he lives with his wife and 2-year-old son. They seized laptops, hard drives, a video camera and other electronics as evidence. Police arrested McGlothlin Friday, Feb 19.
Authorities targeted the home because investigators found that McGlothlin downloaded or tried to download a video from a child porn website last November, according to a criminal complaint filed in federal court.
In the garage, authorities found children’s allergy medicine, a latex cast of a child’s hand, nearly a dozen pairs of children’s underwear, swimsuits and photos of underage girls who McGlothin’s wife identified as relatives or family friends, the complaint said. Police also found a headless child-size doll made of cardboard dressed in children’s clothes in the garage and sexually explicit videos of a baby girl and a man believed to be McGlothin during a search of a hard drive.
According to the complaint, there were three short essays found on McGlothin’s laptop. McGlothin describes abusing the infant in the videos in one of them. Another essay details his plans to babysit three other kids, drug the two older children with the allergy medicine so that he could sexually abuse the youngest one.
The third essay depicts McGlothlin detailing his sexual abuse of a developmentally disabled 12-year-old girl in his care for swim therapy. He describes the girl as having the mental capacity of a 5-year-old.
A detective spoke to the grandmother of one of the photographed children on Thursday. The relative said she spoke to McGlothlin twice on the phone after police raided his home two days before. She said McGlothlin confessed to inappropriate behavior including looking at child pornography and having sexual interest in her pre-teen granddaughter and his friend’s toddler.
One of McGlothlin’s friends told investigators that he also received a call from the 39-year-old and that he confessed to molesting the friend’s toddler. The friend told police that McGlothin babysat his daughter once in January.
According to an OCSD spokesperson, district staff is working to contact the families of students McGlothlin worked with directly.
“As educators, child advocates, and parents, we are all sickened by the details unfolding from this investigation. It is devastating to learn that one of our employees who was entrusted with the care of some of our most vulnerable students may have victimized children. I want you to know that in each of our schools, our top priority is keeping students and staff safe so that students can keep focused on learning. The district is committed to fully cooperating with the ongoing investigation and providing support and resources to students and staff affected by this disturbing news.” Larry Didway, OCSD Superintendent, said in a statement to parents.
Officials said there may be some victims that have not been identified.
