Justice Determined by Geography in Sex Abuse Cases

As many readers know, civil and criminal justice is often determined by simple state lines.  This may make sense in many kinds of cases,  given that child abuse victims usually do not disclose or come to grips with the impact of their abuse for decades, well into adulthood.
