Oregon Youth Authority Abuse Lawsuits: New Evidence Raises Questions About What Officials Knew

New evidence in Oregon Youth Authority (OYA) abuse lawsuits is raising questions about what state officials knew about alleged sexual abuse at MacLaren Youth Correctional Facility—and whether they did enough to protect youth in state custody.

The lawsuits involve allegations against former OYA physician Dr. Edward Gary Edwards, who worked for decades at MacLaren in Woodburn. Survivors allege that Edwards sexually abused young people during medical examinations and that reports and warning signs about his conduct were known within OYA.

New Evidence in OYA Abuse Lawsuits

Recent articles in the Willamette Week and Statesman Journal reported that Crew Janci attorneys recently submitted sworn statements from 13 former OYA employees describing alleged abuse by Edwards and accusing OYA leaders of knowing about his conduct and failing to stop it.

The former employees reportedly included doctors, nurses and other personnel who worked within OYA. Their statements could provide important evidence about what agency employees and leadership allegedly knew and how concerns were handled.

The litigation now involves at least 125 former OYA youths as plaintiffs across Edwards-related cases.

A central issue in the OYA abuse lawsuits is whether agency officials received reports or other warnings about Edwards and, if so, whether they took appropriate steps to protect youth.
