Police: Sex offender arrested after breaking into home, confronting teen girl

A 16-year-old girl called 911 as she was being confronted by a sex offender who broke into her southeast Portland home, according to police.

Officers responded to the 7800 block of Southeast Franklin Street at 2:24 a.m. Tuesday.

The teen reported that a stranger was inside her bedroom.

The man left before officers arrived. Police surrounded the neighborhood and a K-9 team was called out to search for the suspect.

Police said the victim’s detailed description of the suspect led them to 47-year-old Themba Hasaan Kelley, who was attempting to walk out of the area.

Kelley was carrying items stolen from the home, according to police.

The teen said she believes her calm response to the man prevented him from attacking her.

Kelley’s criminal history includes a conviction on the charge of luring a minor after police said he groped a teenage worker at a Baskin-Robins ice cream shop in southwest Portland in 2014. An additional charge of third-degree sex abuse was dismissed in that case as part of a plea agreement.

He was sentenced to probation and ordered to register as a sex offender, however he was arrested again a month later when police said he violated his probation by approaching a 12-year-old girl at her home in northeast Portland.

Kelley was booked into the Multnomah County Jail on Tuesday on charges of first-degree burglary, failure to register as a sex offender and parole violation.
