A Summary of Incidents and Allegations of Abuse at OYA Facilities

The Oregon Youth Authority (OYA), established in 1995, is tasked with rehabilitating youth aged 12 to 24 who are under state custody due to criminal offenses. Its mission is to foster transformation through structured environments, educational programs, and mental health support, aiming to reintegrate young people into society with reduced chances of reoffending. However, despite its rehabilitative goals, systemic challenges—including inadequate oversight and resource shortages—have marred the agency’s efforts, exposing troubling patterns of abuse and neglect.

Over the years, numerous allegations have surfaced regarding abuse within OYA facilities. Reports detail physical violence, emotional mistreatment, and sexual abuse and exploitation by both staff and peers. Such abuses thrive amid insufficient supervision, unaddressed complaints, and systemic failures to enforce protective measures. The vulnerability of youth in custody, many of whom carry a history of trauma or mental health challenges, further exacerbates their risk of exploitation in these environments.

These troubling issues have sparked lawsuits, advocacy efforts, and calls for reform. Survivors and their families have sought justice, challenging OYA to fulfill its mission of safety and rehabilitation. While some reforms have been introduced, significant gaps remain, underscoring the need for continued vigilance and accountability to protect the rights and well-being of youth in state care.

OYA Facilities and Incidents of Abuse

MacLaren Youth Correctional Facility (Woodburn, OR)

  • Historic Failures and Systemic Gaps: In the 1970s, Reverend Michael Sprauer, a chaplain at MacLaren, was accused of molesting numerous boys under his care. Survivors described systematic sexual abuse that spanned years, only coming to light in 2007 when multiple men filed complaints. 

Similarly, Frank Milligan, who worked as a group life coordinator in the late 1990s, was found to have a history of sexual abuse at another institution but was still employed at MacLaren. This allowed Milligan to harm another young boy in the facility, resulting in a lawsuit against OYA and its leadership. These cases underscore repeated failures to vet staff properly and address warning signs of predatory behavior. 

  • Recent Failures: In 2021 and 2022, substance abuse counselor Emily Echtenkamp was arrested after grooming and sexually abusing two youth residents. Other staff were reportedly complicit, turning a blind eye or actively retaliating against victims. Such actions suggest a culture of silence and neglect rather than intervention and support.
  • PREA Violations: A 2022 audit revealed MacLaren failed to meet basic supervision standards, with inadequate staff-to-resident ratios contributing to nine substantiated cases of youth-on-youth sexual abuse. Despite administrative investigations, no criminal charges were pursued, raising concerns about the accountability mechanisms within the facility.

Hillcrest Youth Correctional Facility (Salem, OR)

  • Legacy of Abuse: Hillcrest’s history includes troubling practices from its early years, such as forced sterilizations of girls under Oregon’s eugenics policies—a dark chapter highlighting systemic exploitation of vulnerable youth. While it transitioned to housing boys before its closure in 2017, its reputation remained marred by allegations of neglect and inadequate care.
  • Sexual Victimization Rates: A 2012 federal report showed a sexual victimization rate of 11.6%, significantly higher than the national average. This statistic underscores Hillcrest’s failure to provide adequate supervision and protective measures for its residents, despite years of public scrutiny.

Oak Creek Youth Correctional Facility (Albany, OR)

  • Staff Misconduct: From 2016 to 2019, four staff members were implicated in inappropriate relationships with residents, including writing inappropriate notes and engaging in sexual contact. While some were fired and two faced misconduct charges, these incidents reveal a deeply ingrained issue of predatory behavior being enabled by inadequate oversight.
  • Exacerbated by Inconsistent Reporting: A 2020 Bureau of Justice Statistics survey found that 14.3% of Oak Creek residents reported sexual victimization in 2018—more than double the national average. These numbers starkly contrast with OYA’s reported figures for the same period, suggesting that internal audits may underreport incidents of abuse.
  • Whistleblower Retaliation: In 2021, a former employee, Kelly Carpenter, filed a lawsuit claiming that repeated complaints about unsafe working conditions, sexual harassment, and gender discrimination were ignored. Instead of addressing the issues, Carpenter alleged she was targeted for whistleblowing, revealing a troubling pattern of institutional neglect toward both youth and staff.

Systemic Patterns and Consequences

Across all OYA facilities, recurring themes of staff misconduct, lack of accountability, and insufficient oversight have allowed abuse to persist for decades. Vulnerable youth, many with histories of trauma, were repeatedly failed by the very institutions tasked with their care and rehabilitation. These incidents highlight the urgent need for systemic reforms, including improved staff training, stricter background checks, and enhanced transparency in reporting and addressing allegations.

Impact on Survivors

The consequences of this neglect are profound. Abuse survivors often carry long-term emotional scars, including PTSD, depression, and anxiety. Many feel betrayed not only by individual perpetrators but also by an institution that failed to protect them. Their families, too, bear the weight of this neglect, as they struggle to find justice and closure in a system that prioritizes institutional reputation over individual accountability.
