New Lawsuit Filed

Scott J. Scrabeck worked for the Oregon Youth Authority (OYA) at Hillcrest Youth Correctional Facility as a correctional officer from 1999 until the facility closed in 2017. Scrabeck remained on OYA staff at Oak Creek Correctional Facility from approximately 1998 until 2023, when he retired.

Three youth, all teenage girls at the time, have filed a lawsuit alleging sexual abuse by Scrabeck at Hillcrest. These reports span from 1998 to 2008. Scrabeck allegedly abused the youth in private rooms or offices, in the showers, or while walking around the facility. According to the victims, Scrabeck’s abuse involved Scrabeck groping the girls’ genitals, breasts, and buttocks, forced masturbation, Scrabeck masturbating while watching the girls shower, and other sexualized conduct and comments by Scrabeck. All victims describe multiple instances of abuse by Scrabeck.
